“Government has decided to appoint Air Marshal RKS Bhadauria, PVSM, AVSM, VM, ADC presently Vice Chief of Air Staff as the next Chief of the Air Staff,” Defence Ministry’s Principal Spokesperson, said on Twitter.
Air Chief Marshal Birender Singh Dhanoa, the 25th Chief of the Air Staff of the Indian Air Force, is due to retire on September 30. He took over as the Chief of the Air Staff on January 1, 2017.
Who is Chief of Air Staff ?
Chief of the Air Staff is the professional head and the commander of the Indian Air Force.The position is abbreviated as CAS in the Indian Air Force cables and communication, and is always held by the highest-ranking air officer, an Air Chief Marshal. The current CAS is Air Chief Marshal Birender Singh Dhanoa who took office on 31 December 2016, following the retirement of Air Chief Marshal Arup Raha.
The position was held by an Air Commodore (1919–1923), by an Air Vice-Marshal (1923–1929) and by an Air Marshal (1929–1965). In 1966, the position was upgraded to that of an Air Chief Marshal. The highest rank in the India's IAF is Marshal of the Air Force, which is conferred by the President of India only in exceptional circumstances. It has only been given once in January 2002 to Marshal of the Indian Air Force Arjan Singh. This is a five-star rank and is equivalent to a Field Marshal in the Army and Admiral of the Fleet in the Navy.

Context:Defence Minister Rajnath Singh on Thursday flew in the Tejas fighter aircraft from the HAL airport in Bengaluru, becoming the first defence minister to fly in the indigenously-built light combat aircraft (LCA).
He was accompanied by Air Vice Marshal N Tiwari, who is also the Project Director, National Flight Test Centre, ADA (Aeronautical Development Agency) in Bengaluru.
A Defence Ministry official had said on Wednesday that the minister would be “taking a sortie” in order to boost the morale of officers who have been involved in the development of “indigenously-made Tejas”.
“It will also boost the morale of IAF pilots who are flying these aircraft,” the official had said.
Tejas:
The LCA-Tejas is an indigenous single-seat and single-jet engine light fighter made by Hindustan Aeronautics Limited or HAL for the military primarily for the Air Force. It has a tailless and compound delta wing design which is very steerable. It originated from the Light Combat Aircraft programme started in the 1980a. It was initiated to substitute the older MiG-21 fighters. The LCA was rechristened ‘Tejas’ meaning radiant in the Sanskrit language by the then PM Vajpayee.
The recommendations of the Aeronautics Committee in 1969 that HAL should be allotted the task of designing and developing a fighter craft around an established engine, was accepted by the GOI. Tejas is the second supersonic fighter aircraft to be developed by HAL, the first one being the HF-24 Marut.
HAL:
- Hindustan Aeronautics Limited (HAL) is an Indian state-owned aerospace and defence company headquartered in Bangalore, India. It is governed under the management of the Indian Ministry of Defence.
- The government-owned corporation is primarily involved in the operations of the aerospace and is currently involved in the design, fabrication and assembly of aircraft, jet engines, helicopters and their spare parts. It has several facilities spread across India including Nasik, Korwa, Kanpur, Koraput, Lucknow, Bangalore, Hyderabad and Kasaragod. The HAL HF-24 Marut fighter-bomber was the first fighter aircraft made in India.
what are the actual capabilities of HAL?
- HAL possesses requisite resources to undertake complex programmes across eras, managing from MiGs, LCA Mark I and IA, Su 30 MKI, LCH, UAVs, all licence productions and mid-life upgrades of types like Mirage, Jaguar, and HAWK AJT.
- Reasonable amount of expertise available within HAL to undertake complex programmes.
- HAL has already made impressive gains in terms of revenue and profits for the current financial year.
- HAL also enhanced capacity will be doubled with dedicated LCA division within Bengaluru complex and the new assembly line will soon increase production of aircraft to 16 from 8 per annum.
- Apart from everything HAL top leadership is confident of its future performance, only if the state allows.
2.Supreme Court gets four new judges, strength reaches 34(gs-2)
Context:Four new judges were appointed to the Supreme Court on Wednesday, taking its strength to 34, the highest-ever.
According to separate Law Ministry notifications, justices Krishna Murari, SR Bhat, V Ramasubramanian and Hrishikesh Roy were appointed as judges of the top court.
The Supreme Court Collegium had recommended their names to the government last month.
Justices V Ramasubramanian and Krishna Murari head the Himachal Pradesh and Punjab and Haryana high courts respectively.
Justices S Ravindra Bhat and Hrishikesh Roy head the Rajasthan and Kerala high courts respectively.
With a huge backlog of cases in the top court, the government had recently increased the strength of its judges from 31 to 34, including the Chief Justice of India.
As of today, the apex court has 30 judges. Once the new judges take oath, the strength will go up to 34, the highest ever.
The sanctioned strength of SC judges was increased days after Chief Justice of India Ranjan Gogoi wrote to Prime Minister Narendra Modi to increase the number of judges in the top court.
According to a written reply by the Law Ministry to a Rajya Sabha question on July 11, 59,331 cases are pending in the top court.
Due to paucity of judges, the required number of constitution benches to decide important cases involving questions of law were not being formed, the CJI said.
Some of the consultee judges are learnt to have questioned the recommendation to elevate some of the candidates who are lower in the order in the all-India seniority list.
Consultee judges are those who have earlier served in courts where the candidate judges are currently posted. The views of consultee judges are not binding on the collegium.
The Supreme Court (Number of Judges) Act, 1956 originally provided for a maximum of ten judges (excluding the CJI).
This number was increased to 13 by the Supreme Court (Number of Judges) Amendment Act, 1960, and to 17 in 1977.
The working strength of the Supreme Court was, however, restricted to 15 judges by the cabinet (excluding the chief Justice of India) till the end of 1979. But the restriction was withdrawn at the request of the chief justice of India.
In 1986, the strength of the top court was increased to 25, excluding the CJI. Subsequently, the Supreme Court (Number of Judges) Amendment Act, 2009 further augmented the strength of the court from 25 to 30.
The Supreme Court Collegium :
What is the Collegium System?
The Collegium System is a system under which appointments/elevation of judges/lawyers to Supreme Court and transfers of judges of High Courts and Apex Court are decided by a forum of the Chief Justice of India and the four senior-most judges of the Supreme Court.’ There is no mention of the Collegium either in the original Constitution of India or in successive amendments.
The recommendations of the Collegium are binding on the Central Government; if the Collegium sends the names of the judges/lawyers to the government for the second time.
How Collegium System Works?
- The Collegium sends the recommendations of the names of lawyers or judges to the Central Government. Similarly, the Central Government also sends some of its proposed names to the Collegium. The Central Government does the fact checking and investigate the names and resends the file to the Collegium.
- Collegium considers the names or suggestions made by the Central Government and resends the file to the government for final approval. If the Collegium resends the same name again then the government has to give its assent to the names. But time limit is not fixed to reply. This is the reason that appointment of judges takes a long time.
- The Supreme Court (Number of Judges) Amendment Bill, 2019:
- The Supreme Court (Number of Judges) Amendment Bill, 2019 was introduced in Lok Sabha on August 5, 2019 by the Minister of Law and Justice, Mr. Ravi Shankar Prasad. The Bill amends the Supreme Court (Number of Judges) Act, 1956.
The Act fixes the maximum number of judges in the Supreme Court at 30 judges (excluding the Chief Justice of India). The Bill increases this number from 30 to 33.
3.PM Modi to meet Trump, address UNGA session during US visit from Sept 21-27(gs-2)
Context:Prime Minister Narendra Modi will visit the United States from September 21-27, during which he will meet President Donald Trump and address the annual United Nations General Assembly (UNGA) session, Foreign Secretary Vijay Gokhale said on Thursday.
Modi is scheduled to arrive in Houston on Saturday.
A day later, Trump would join him in addressing the mega ‘Howdy Modi’ rally, to be attended by the members of the Indian-American community.
“Prime Minister Narendra Modi will make a visit to the US from the late afternoon of 21 September until the forenoon of 27 September. The two cities on his itinerary are Houston in Texas and then New York,” Gokhale said.
The prime minister will address the UN General Assembly session on the morning of September 27, he said.
As the world commemorates Mahatma Gandhi’s 150th birth anniversary, Modi will also host a special event ‘Leadership Matters: Relevance of Gandhi in the Contemporary World’ on September 24. He will be joined leaders of a few countries at this event.

- The General Assembly is the main deliberative, policymaking and representative organ of the UN.
- All 193 Member States of the UN are represented in the General Assembly, making it the only UN body with universal representation.
- Each year, in September, the full UN membership meets in the General Assembly Hall in New York for the annual General Assembly session, and general debate, which many heads of state attend and address.
- Decisions on important questions, such as those on peace and security, admission of new members and budgetary matters, require a two-thirds majority of the General Assembly.
- Decisions on other questions are by simple majority.
- The President of the General Assembly is elected each year by assembly to serve a one-year term of office.
- 6 Main Committees: Draft resolutions can be prepared for the General Assembly by its six main committees: (1) First Committee (Disarmament and International Security), (2) Second Committee (Economic and Financial), (3) Third Committee (Social, Humanitarian, and Cultural), (4) Fourth Committee (Special Political and Decolonization), (5) Fifth Committee (Administrative and Budgetary), (6)Sixth Committee (Legal).
- Each Member State may be represented by one person on each Main Committee and on any other committee that may be established upon which all Member States have the right to be represented.
- Member States may also assign advisers, technical advisers, experts or persons of similar status to these committees.
- Other Committees:
- General Committee: It meets periodically throughout each session to review the progress of the General Assembly and its committees and to make recommendations for furthering such progress. It is composed of the President of the General Assembly and 21 Vice-Presidents of the Assembly and the Chairmen of the six Main Committees. The five permanent members of the Security Council serve as Vice-Presidents, as well.
- Credentials Committee: It is mandated to examine the credentials of representatives of Member States and to report to the General Assembly.
